Li Bin, born in October 1954, is a female of Han ethnic group from Fushun, Liaoning province. She joined the Communist Party of China in June 1981. Li Bin holds a master’s degree and a PhD in economics.
Li Bin is in charge of NHFPC and the Department of Human Resources.

January 1982-November 1984: official at Changchun municipal Party committee’s publicity department;
November 1984-April 1986: deputy director of Changchun municipal Party committee’s education department;
